MTA Police Investigating Cold Spring Sex Assault Case

A Dutchess County man is held on $600,000 bond at the Putnam Correctional Facility on charges of committing a criminal sexual act in Cold Spring as well as criminal use of a firearm following his arrest by MTA Police.

Louis West III, 37, was arrested in conjunction with the Putnam County District Attorney's office, according to Detective Frank Lore who, when contacted Thursday evening, referred all queries to the district attorney.

Assistant District Attorney Chana Kraus is handling the case. She told the PCN&R and Courier that her office was "attempting to locate additional victims or persons who may have come into contact with the suspect since he was known to frequent a motel in Cold Spring."

Kraus said West had been known to use two aliases—Steve Smoltz and Michael Snell: "He also has a history of paying his victims using counterfeit $100 bills."

Authorities said when apprehended West was driving a 2007 blue-gray Dodge Ram 1500 pick up bearing the license plate ECB 9195.

Kraus said additional information about West or the investigation could not be released at this time: "Our intent here is to get the word out that Mr. West is in custody and we are asking others who might have been victimized by him to come forward."

All calls will be kept confidential.

Kraus has a meeting planned with her staff and MTA Police brass on Monday afternoon: "Hopefully we will be able to release additional information at that time."
