PUBLIC NOTICE

Public notice is hereby made that Putnam County is applying for Federal financial assistance to provide public transportation service as follows: for the rural areas of Putnam County’s fixed-route bus service covering parts of the towns of Patterson, Southeast, Carmel and Kent for the 2017 and 2018 calendar years.

The transportation service will be available to the general public during all hours of operation. The project is expected to be financed by Federal Section 5311 public transportation funds, with additional funds to be provided from New York State Department of Transportation and the County of Putnam. The total Federal share is expected to be $91,000 for 2017 and $94,000 for 2018.

Comments on the proposed project are invited from the general public, private bus and taxi companies, other public transportation providers and human service agencies. Interested parties may comment on the project or obtain more details about the project by writing to:

NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Garrison Union Free School District, Putnam County, Garrison, New York, will be held in the Garrison School in said District on Wednesday, May 3, 2017 at 7:00 PM prevailing time, for the presentation of the 2017-2018 budget document for the Garrison Union Free School District.

AND FURTHER NOTICE IS HEREBY GIVEN that said vote and election will be held on May 16, 2017 between the hours of 6:00 AM and 9:00 PM, prevailing time, in the Garrison School, 1100 Route 9D, Garrison, Putnam County, New York, at which time the polls will be opened to vote by voting machine and ballot upon the following items:

1. To adopt the annual budget of the Garrison Union Free School District for the fiscal year 2017-2018 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.

2. To vote on the following proposition:

SHALL the Board of Education of the Garrison Union Free School District be authorized to (1) establish a Capital Reserve Fund effective July 1, 2017, for the purpose of financing the construction of, and general improvements, reconstruction, renovations or additions to, the District’s buildings, including site work and the acquisition of original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings are to be used; (2) transfer to the new Capital Reserve Fund, effective July 1, 2016, the funds remaining in the current Capital Reserve Fund, in the amount of $216,328.57; and (3) annually deposit into the Capital Reserve Fund such portion of the General Fund and unallocated fund balance as determined by the Board of Education. The ultimate amount of the Capital Reserve Fund shall be $1,000,000 and the probable duration of the fund is ten (10) years.

3. To elect two (2) members of the Board of Education to three (3) year terms, one (1) to succeed Diana Swinburne, commencing July 1, 2017 and expiring June 30, 2020, and one (1) for the vacant term created by the passing of James Cannon, currently encumbered by Carol McCullough, commencing on May 17, 2017 or as soon thereafter as the individual may be sworn in and expiring June 30, 2020.

4. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York.

AND FURTHER NOTICE IS HEREBY GIVEN, that the election and budget vote shall be by machine or ballot. The hours during which the polls shall be kept open shall be from 6:00 AM to 9:00 PM prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 PM to cast their ballots.

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2017-2018, exclusive of public monies, may be obtained by any resident of the District during business hours beginning May 2, 2017, except Saturday, Sunday or holidays, at the Office of the Superintendent of Schools of the Garrison Union Free School Building, Garrison, New York. A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education to fill two (2) expired terms of three (3) years each, shall be filed with the Clerk of said School District at her office at the Garrison School Building, not later than April 17, 2017, by 5:00 PM prevailing time. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least twenty five (25) qualified voters of the District; must state the name and residence of each signer, and must state the name and residence of the candidate. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots will be obtainable during school business hours from the District Clerk beginning March 29, 2017. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or one (1) day before the election, if the ballot is to be issued to the voter in person. Absentee ballots must be received by the District Clerk no later than 5:00 PM prevailing time, on Tuesday, May 16, 2017.

NOTICE IS HEREBY GIVEN that a Special Election of the Philipstown North Highlands Fire District will take place on May 23, 2017 between the hours of 6:00 p.m. and 9:00 p.m. at the Philipstown North Highlands Fire District located at 504 Fishkill Road, Cold Spring, NY 10516 for the purpose of voting on the following proposition.

Shall the resolution of the Board of Fire Commissioners adopted on the 9th day of March, 2017, authorizing the establishment of a Capital Reserve Fund pursuant to General Municipal Law Section 6-g, to finance the cost of acquiring equipment, be approved.

Only residents registered to vote with the Putnam County Board of Elections on or before April 30, 2017 and reside within the Philipstown North Highlands Fire District on or before April 23, 2017 shall be eligible to vote.

IT IS HEREBY RESOLVED by the Board of Commissioners of the Philipstown-North Highlands Fire District on this 9th day of March 2017; that

RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Philipstown North Highlands Fire District does hereby establish a Capital Reserve Fund to finance the cost of acquisition of Equipment.

The Fire District Treasurer is hereby directed to deposit moneys of this reserve fund in a separate bank to be known as the “Philipstown North Highlands Fire District Equipment Reserve Fund.”

The Fire District Treasurer is authorized to invest, from time to time, the moneys of this fund pursuant to Section 10 of the General Municipal Law.

No expenditure shall be made except upon authorization of the Board, subject to a permissive referendum pursuant to Section 6-g of the General Municipal Law.

FURTHER RESOLVED, that this resolution is subject to the affirmative vote of a majority of the electors of the Philipstown North Highlands Fire District, qualified to vote at an annual election of the Fire District Officers, which vote will be held on May 23, 2017 between the hours of 6:00 p.m. and 9:00 p.m. at the Philipstown North Highlands Fire District located at 504 Fishkill Road, Cold Spring, NY 10516.
