NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Putnam Valley Central School District, Putnam and Westchester Counties, New York, will be held in the High School in said District at 146 Peekskill Hollow Road on Tuesday, May 2, 2017at 7:00 p.m., prevailing time, for the presentation of the 2017-2018 budget document.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the Office of Member of the Board of Education must be filed in the Office of the Clerk of the School District, located in the District Office at the High School at 146 Peekskill Hollow Road, between the hours of 8:00 a.m. and 5:00 p.m. no later than April 17, 2017. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots may be obtained during school business hours from the District Clerk; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be given personally to the voter at the District Clerk’s Office. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 16, 2017.

A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk during regular office hours, 8:00 a.m. to 4:00 p.m., prevailing time, until the day of the Annual School District Election and Vote. Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on such list, stating the reasons for the challenge.

AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required pursuant to § 2014 of the Education Law. If a voter has heretofore registered pursuant to § 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote in general elections under Article 5 of the Election Law, he/ she is also eligible to vote at this election. The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to § 2014 of Education Law at the High School, on Thursday, May 4, 2017 and Wednesday, May 10, 2017, between the hours of 4:00 p.m. and 8:00 p.m., and at the Elementary School on Monday, May 8, 2017, between the hours of 3:30 p.m. and 7:30 p.m. to add any additional names to the Register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the Register is prepared. ADOPTION

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Putnam Valley, Putnam County, New York, at a meeting held on April 5, 2017, duly adopted the resolution published herewith, a summary of which is published herein, subject to a permissive referendum.

The resolution provides that the faith and credit of the Town of Putnam Valley, Putnam County, New York, are irrevocably pledged for the payment of the principal of and interest on such obligations as the same respectively become due and payable; that an annual appropriation shall be made in each year sufficient to pay the principal of and interest on such obligations becoming due and payable in such year; that the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the bonds authorized by such resolution, including renewals of such notes, is delegated to the Supervisor; that all other except matters, except as provided in such resolution, relating to the bonds authorized, including the date, denominations, maturities, and interest payment dates, within the limitations prescribed in such resolution and the manner of the execution of the same and also including the consolidation with other issues, and the authority to issue such obligations on the basis of substantially level or declining annual debt service, is delegated to and shall be determined by the Supervisor; and this LEGAL NOTICE shall be published.

A RESOLUTION AUTHORIZING THE ISSUANCE OF $3,800,000 BONDS OF THE TOWN OF PUTNAM VALLEY, PUTNAM COUNTY, NEW YORK, TO PAY THE COST OF CONSTRUCTION OF A TOWN-OWNED BUILDING TO BE USED AS A RECREATION CENTER, IN AND FOR SAID TOWN.

The period of probable usefulness of the aforesaid specific object or purpose is thirty years under subdivision eleven of paragraph a of Section 11.00 of the Local Finance Law, as said building is to be a class “A” building within the meaning of said subdivision.

This notice is to inform interested parties that a Disadvantaged Business Enterprise (DBE) Participation Goal of 22.8% has been set for Federal Fiscal Years 2017, 2018, and 2019 for projects funded in part by Federal funds, with 12.8% expected to be achieved via race/ gender neutral attainment and 10% expected to be achieved via race/gender conscious attainment. The Putnam Valley Central School District is soliciting proposals from qualified organizations/individuals for the provision of Auditing services to the District for the period from July 1, 2017 through June 30, 2022, subject to annual review and renewal by the District’s Board of Education.

The RFP may be obtained on the website (www.pvcsd.org) or from Jill Figarella, District Treasurer, at Putnam Valley Central School District, 146 Peekskill Hollow Road, Putnam Valley, NY 10579. All proposals must be received by Maureen Bellino, District Clerk, at the above address by 2pm on Monday, May 8, 2017. Philipstown North Highlands Fire District in the Town of Philipstown,

Putnam County, New York

NOTICE IS HEREBY GIVEN that a Special Election of the Philipstown North Highlands Fire District will take place on May 23, 2017 between the hours of 6:00 p.m. and 9:00 p.m. at the Philipstown North Highlands Fire District located at 504 Fishkill Road, Cold Spring, NY 10516 for the purpose of voting on the following proposition.

Shall the resolution of the Board of Fire Commissioners adopted on the 9th day of March, 2017, authorizing the establishment of a Capital Reserve Fund pursuant to General Municipal Law Section 6-g, to finance the cost of acquiring equipment, be approved.

Only residents registered to vote with the Putnam County Board of Elections on or before April 30, 2017 and reside within the Philipstown North Highlands Fire District on or before April 23, 2017 shall be eligible to vote.

RESOLUTION TO

ESTABLISH A CAPITAL

RESERVE FUND FOR

EQUIPMENT

IT IS HEREBY RESOLVED by the Board of Commissioners of the Philipstown-North Highlands Fire District on this 9th day of March 2017; that

RESOLVED, that pursuant to Section 6-g of the General Municipal Law, as amended, the Philipstown North Highlands Fire District does hereby establish a Capital Reserve Fund to finance the cost of acquisition of Equipment.

The Fire District Treasurer is hereby directed to deposit moneys of this reserve fund in a separate bank to be known as the “Philipstown North Highlands Fire District Equipment Reserve Fund.”

The Fire District Treasurer is authorized to invest, from time to time, the moneys of this fund pursuant to Section 10 of the General Municipal Law.

No expenditure shall be made except upon authorization of the Board, subject to a permissive referendum pursuant to Section 6-g of the General Municipal Law.

FURTHER RESOLVED, that this resolution is subject to the affirmative vote of a majority of the electors of the Philipstown North Highlands Fire District, qualified to vote at an annual election of the Fire District Officers, which vote will be held on May 23, 2017 between the hours of 6:00 p.m. and 9:00 p.m. at the Philipstown North Highlands Fire District located at 504 Fishkill Road, Cold Spring, NY 10516.
